Abstract
This study asserts that the Korean Peninsula functions as a launch pad for President Vladimir Putin's dualist policy, which is designed to promote a symbiosis between economic growth and security; strengthen bilateral ties; institutionalize regional cooperation; enhance strategic partnerships with China and the U.S.; and, ultimately, expand Russia's regional influence in an effort to achieve global leadership.
