Abstract

New public management (NPM) was widely used to represent various public sector reform (PSR) efforts for two to three decades starting in the late 1970s, although many scholars have not agreed on the defi nition and scope of the term. In general, many PSR efforts conducted in the United Kingdom, Australia, New Zealand, and the United States in the1980s and 1990s constituted the basic content of NPM, which later diffused to other parts of the world.
