Public protection integrated program development for chemical and radiological disasters

Abstract

Recently in Gumi, Korea, toxic hydrofluoric acid gas leak led to five deaths, while 18 others were hospitalized after exposure to the gas. Usually, due to the complex causes of Chemical and Radiological accidents, forecasting the damage is not a simple work. And these unexpected disasters have occurred and will go on. In this research, a public evacuation and protection information program is developed for helping government officers to make quick and effective decisions. The major users of this program are the officers who can control public evacuation in the initial phase of disasters; especially related to civil defence department. The prototype Chemical and Radiological civil defence management program helps them for efficient control over public evacuation. It supplies logical information, shelter locations, available emergency resources and so on. This research consists of below 4 steps; 1. Scenario development, 2. Chemical/ Radiological dispersion model development, 3. Resource DB collecting, analysis and converting, 4. Dispersion models and DBs installed prototype public protection program development. This research is belongs to a short-term R&D project for assessment of the practicality. Main project for establishing this system over the country is planned to start in 2014.
