Homogeneous down sampling transcoder for MPEG-2 video based on Hadamard transform

Abstract

This paper describes a homogeneous transcoding scheme for down sampling an MPEG-2 video stream. We employ a spatial resolution reduction method and a motion vector refinement method using Hadamard transform to maintain quality of the transcoded video data. The proposed method transcodes a video stream in the DCT domain to reduce the processing time. Experimental results for Fmn and Susie video sequences show that our scheme can enhance quality of the video data from 0.1 dB to 1.3 dB compared to the methods using linear interpolation of the video data and median of motion vectors.
