The Smart Learning paradigm in Korea is a convergence concept of Ubiquitous Learning (u-Learning) and Social Learning. This study examined the Smart Learning education system through a SWOT analysis of Korean public education. Thus, this study provides strategic implications for the countries that are in the process of promoting the Smart Learning education program.
