Abstract
The understanding and evaluation of the presidential role as the top decision maker has been approached in diverse directions. In particular, President Roh Moo-hyun’s ROK-US relations has evoked various interpretations not only in the academia but also in many other different fields. This literature aims to analyze President Roh Moo-hyun’s understanding of foreign policy and its transition of it. Specifically, by empirical analysis of presidential speeches which reflect his philosophy and faith will provide empirical evidence to a variety of arguments. Consequently, President Roh Moo-hyun has continuously put emphasis upon self-reliance under the title of “cooperative self-reliance of national defense” and this tendency has been strengthened in the process of his presidency. Therefore,this literature concludes that President Roh Moo-hyun’s assertion of self-reliance of national defense focuses on more than reorganizing ROK-US relations;establishing an equal relationship between the two. This research also concludes that this tendency has been maintained throughout the Roh Moo-hyun administration.
