Dr. Pan Suk Kim has been a Professor of Public Administration in the College of Government and Business at Yonsei University in South Korea for many years. He is an elected lifetime international fellow of the National Academy of Public Administration (NAPA) in Washington, DC. He is currently the International Director of the American Society for Public Administration (1st term from 2020 to 2023; 2nd term from 2023 to 2026).

In November 2020, he was elected by the UN General Assembly as a commission member of the International Civil Service Commission (ICSC) of the United Nations for a four-year term of office beginning on the 1st of January 2021.

He was a Visiting Scholar: in the Trachtenberg School of Public Policy and Public Administration at the George Washington University; in the Department of Public Administration and Policy in the School of Public Affairs at the American University; and a Fulbright Visiting Scholar in the Department of Government at Georgetown University in Washington, DC. 

He was the Dean of the College of Government and Business at Yonsei University. He received his degrees in public administration: BA degree from Chung-Ang University in Seoul, MPA from Florida International University in Miami, Florida, and Ph.D. degree from the American University in Washington, DC.

He has led a number of professional associations including the Korean Society for Public Personnel Administration (KOSPPA) as well as regional and international associations including the Asian Association for Public Administration (AAPA) and the International Institute of Administrative Sciences (IIAS) in Brussels. He was a member of the United Nations Committee of Experts on Public Administration (UNCEPA) in New York for two terms (2006-2009 and 2010-2013) and was a Vice Chairperson of UNCEPA in 2010-2013.

He has broad experience as an expert in governmental affairs. He was Secretary to the President for Personnel Policy (Presidential Appointee) in the Office of the [Korean] President and the Minister of the Ministry of Personnel Management of the Republic of Korea. He has also served as a member of the Administrative Reform Committee (ARC) and several Policy Advisory Committees in the Korean central government. He is currently the Chairperson of the Public Officials Occupational Accident Compensation Committee in the Korean Government.

He was the Editor-in-Chief of the Asian Review of Public Administration (ARPA), the Korean Policy Studies Review (KPSR), and the International Review of Public Administration (IRPA) in Korea as well as a Deputy Editor of the International Review of Administrative Sciences (IRAS) published by Sage. He has published over 200 refereed articles in domestic and international journals and also authored several books. He has been a member of the editorial board of several international journals including the Public Administration Review (PAR), the Public Management Review (PMR), the Public Money and Management (PMM), the Public Administration and Development (PAD), the International Journal of Public Administration, the Public Organization Review, the Halduskultuur (Estonian Journal of Administrative Culture and Digital Governance), and others.

He has received several awards including the International Public Administration Award (2009), the Paul P. Van Riper Award for Excellence and Service (2012), the Donald C. Stone Service to ASPA Award (2019), and the Fred W. Riggs Award (2019, SICA) from the American Society for Public Administration (ASPA). In September of 2017, he received the Warner W. Stockberger Achievement Award from the International Public Management Association for Human Resources (IPMA-HR). In May of 2019, he received the AAPA Lifetime Achievement Award in Public Administration from the Asian Association for Public Administration (AAPA). He is an expert on civil service reform, public management reform, and governance innovation.
